According to the article, Hong Kong port want to make pact with a cargo owners so they can control all the seaports, but the owners of the cargo will charge the port more for logistic operation process.
Alliance aim to fix the movement of shipment, so they can manage, schedule and tracking owner works because neighboring ports which is Singapore. it is facing growth trade and development in the market.
